I have a operation server, I having trouble with make callvote changelevel while playing for clients
- It's disable on menu callvote

- If try make command in console (ex: callvote changelevel de_nuke), it's alway show vote failed without any choice

My server already settings

what game_mode and game_type are you in? where are you putting those settings? whats wrong with you is you did not read the wiki and understand all the config files that go along with csgo... please read;

of course I know the basic setup. All my settings put in server.cfg and sourcemod.cfg
my server running classic casual game mode, mean 0 0

That right there tells me you don't know the basic setup. Take a look under the "Advanced Configuration" section of what hamilton5 linked.

You server's convar might changing like about what it was for me before , you can try using this and see if it still happens

Sorry still not work
The problem at some cvars got removed, ex sv_vote_issue_changelevel_allowed, now they're unknow commands...
