Spoof Admin commands on clients?

I'm wondering if it's possible to spoof commands that require admin privileges on regular players. I've looked around the SM API but haven't seen what I'm looking for.

EXAMPLE of use:
Many plugins like this one: https://forums.alliedmods.net/showthread.php?p=2139584
Require the player to be looking at a target in order to execute the command. Thus a simple server side command will not be sufficient.

Umm no I'm not wanting to grant access to use admin commands. I'm wanting to force execute admin commands on players.

FakeClientCommand but that would still require overriding the commands.

I've seen a bootlegged case of calling ServerCommand("sm_cmd #id #id"); if it was to be done on a client
