Can anyone create a code which lists all the maps installed, or read of mapcycle.txt and displays all those in simple menu? (Triggered by ingame command like "!listmap, !listmaps etc."

I think it would be something i could really learn from

Although they'd be more complex than just listing the maps, you could take a look at the source to mapchooser or rtv (maybe particularly at the nomination code, since that shows all the maps in a menu for the player to pick from).
