For some reason my server doesnt change map after stalemate, only restarts the current level, does anyone know why?

I've installed rockthevote, randomcycle, & nextmap... but nothing works

Server.cfg contains:
mp_stalemate_at_timelimit 1
mp_timelimit "25"

Anything more i need? (yes i got all the basic server.cfg stuff too)

Nevermind, i just installed another addon:
AutoChangeMap 1.1
