I'm running a hlds server 12 slots for Counter Strike 1.6 on my notebook.
The problem is that the other players coming into my server with ping of 20-45 despite having little ping the game will "Lageado" or is a little cut.

For example:

I have a DSL cable which gives a 10 MB upload speed of 512 kbps and speedtest.net shows that I have an upload speed of 470 -530 KBSP and a ping of 45 ms.

I have the following settings in my server.cfg
sv_minrate 0
sv_maxrate 5300
sv_minupdaterate 4
sv_maxupdaterate 18
fps_max 1000
sys_ticrate 10000

Any way to reduce lag?

That connection won't support more than a few people without giving you a lot of lag. You need much faster upload speed.
