Whenever I try to start hlds.exe it give me this error: "Unable to open valve\mapcycle.txt"
how can i fix it?

If it's not related to AMX Mod X then something like this would probably belong in the HLDS section. So, first verify that it still happens when you're running the server with a vanilla configuration (no AMX Mod X, just the original server).
