For the reservation type the cvar is sm_reserve_type, not sm_reserve
d_type.
Try typing these things directly into your server's console, or run them through RCON (with the rcon flag you can do it by prefixing your command with sm_rcon).
Also note that such changes will be lost on map change if you don't change them in
cfg/sourcemod/sourcemod.cfg.
