Can we have a forum where people sell/offer their services, makes custom plugins according to buyer's requirements, etc.?

Only your signature is allowed for advertising services (similar topics have been discussed before). This is an open source community and is not meant for commercialization.

Even the signatures aren't allowed to advertise, I got warned for advertising a plugin once.

You can advertise work for hire, not premade plugins.

I think I remember a discussion about this before, see if you can find it. Ultimately, it's the owner of the website that gets to make the rules for whatever reason they want.
