It will not be a good thing as maybe some of the players
don't want to be bothered and asked to hear a song. By
that, they will mostly leave your server. You can tell them
in chat to type /music and they will play their song.

well if only the head admin has the cvar and he starts a vote once in a map i dont think that it will be a problem
and i am talking a vote like
Do you want to hear the song which the admin has chosen
1 Yes
2 No

they vote for so many things i dont think that this will harm then that much
think about it i think it will be good
and on which line do i have to replace HANDLED with CONTINUE
and what happend with the groups
will u make them ?

I'm still thinking about the groups. For the vote, i'm not going to do that.

I'm still waiting till my lag stops as i'm uploading something. Because i want to
test the cvar for it and /musichelp.

/musichelp will be like a command to open an MOTD to let them see all the commands
available.

baws can u add a option to lower the sound ?
maybe after starting the sound to open a new window with sound volume 25% 50% 100% or something like that because it is always on max and i cant low it from the motd window

The volume button is on the right bottom corner of the music video.

Since it's flash you cannot interact with it with any other way than javascript. And you cannot run javascript without reloading the page. On top of that, javascript communication has to be programmed in the ActionScript of the flash file.
There might be parameters to define the volume. I'm not experienced in flash enough to tell you if that is something standard or if that is ActionScript aswell.
