There's too many colored models and other stuff that exists for 1.6, and I've found a plugin around here before that kicks a player out with custom skins enabled if they don't match the servers basic player skins.

However, there are ways to bypass the scan of models/player/ and their consistency. Apparently players can use the cstrike_addons/models/player folder or cstrike_ru

there are apparently a bunch of folders that custom models can be read from.

Is there a way to NOT allow any of this? mp_consistency 1 as a server setting doesn't prevent players from using custom player skins. I'd like to hire and pay somebody who knows how to make an efficient working version of this?

This is a generic plugin for forcing consistency for various files. It should do what you need, no money required .

Ahh, found this one during my search too! I've been playing with it all day and there's only the issue that it doesn't allow CZ models to be used and now a days the CZ models come almost pre-equipped for players with the full cs 1.6 / cz package.

Condition Zero models do not come with Counter-Strike 1.6 (if they did, they would have a different name). Also, you asked to block custom models and that's what it does. You can either block inconsistent models or not block inconsistent models, there is no in between solution.
