and what is the better value to set it on ???

mp_chattime - How many seconds players can chat after the game is over. Pretty much how many seconds you have to talk before the map changes.

sv_timeout - The seconds in which you can stay in the server after its lost connection. Usually is helpful if your server is going to crash but it doesn't and people are still connected. I believe it stays on 65 and will not change.
