TF2 have built in AFK checker that switch player in spectators and then kick him from server:

mp_idledealmethod - Deals with Idle Players. 1 = Sends them into Spectator mode then kicks them if they're still idle, 2 = Kicks them out of the game
mp_idlemaxtime -  Maximum time a player is allowed to be idle (in minutes)

But if player only connect on server and stay with motd or if he switch to team select and stay here - he dont kick from server and can stay on server hours.

So we need really full AFK manager.

need more TF2- compat plugins....
