If you find what is cuasing the issue, maybe some server logs or any clue that can help us know how the exploit is working or the exploit itself we may be able to make a better fix thought an amxx pluign or a module.

I literally posted in which way it is being exploited. The best fix is to disable sv_allowdownload to 0. There is no better fix. Everyone should use FastDL anyway, and therefore you won't need that CVar.
