mysql and admins getting extra access

I don't know what i'm doing but some admins are getting a lot more access then they are supposed to. it seems to mainly happen when they are low access admins

STEAM_0:1:###### * bj ce

that user gets reserved and bfgijklmnopqrstuy

there was another low level who only had b and ce and they got the same level. all of the fields are varchar(30)
