They do have, it locate in steam files counter-strike source shared.gcf (GCF).

No. You'll just have to tell them to get the modified file if they want to enjoy all features on your server. Still, why would anyone download a client file to enable you to advertise stuff on their screens?

It's in the conquest plugin too as a "clientfix" to help displaying the capture status of the flags more clearly btw.

I understand that not many people would want to download it because of advertisements, however HUD display isn't used for advertisements of course. Maybe some would do it, however, like you said, it would be difficult to get people to manually do this on a regular basis.

Not atm. Only if Valve releases the file that makes it possible. Which you can download manually, however you would be the only one to see anything if there was a HUD script on the server.

(A petition would be the only fix =/)
