most use cvars or recompile sma try hades_level 10 in the shconfig
hades_level being the cvar that is used for that

to do that you have to open sma with notepad right then edit like the powers. for example,
register_cvar("Goten_health", "600" )
register_cvar("Goten_armor", "500" )
register_cvar("Goten_cooldown", "60" )
register_cvar("Goten_maxdamage", "200" )
register_cvar("Goten_radius", "400" )

would that enable the powers on the server right?

that is the more difficult way cause you have to recompile the sma to an amx
just put the cvar hades_level 10 in the shconfig

Chivas do us a favor don't tell them to recompile a hero to change cvars, just tell them to edit the shconfig.cfg only. That is where they are supposed to change it anyway. I think it will be less of a chance of them messing up something as well.
