That usually means that you don't have the file in the plugins folder. (addons/amxmodx/plugins)

Few suggestions:

1. Make it multi-lingual.
2. Add nickname check.
3. Add , (comma) in IPs or URLs format. Becouse IP or URL format might be 123,123,123,123 so as 123.123.123.123 or WWW,ALLIEDMODS,NET so as WWW.ALLIEDMODS.NET
