Is there a plugin that can check if a SteamID is present in a database and accordingly take action, like allow him to play on the server for disconnect with a message etc.

I noticed that there was some discussion in this thread https://forums.alliedmods.net/showthread.php?t=280933 ; the scripting is in parts I guess. I had tried to reach the thread OP but no response so far.

If anyone can help in completing the scripting or share any similar solution

Thanks for your revert ; the links you have provided are specific to what they do.

I am in particular looking at a plugin that will, to quote from the link I listed in my post

"check if a connecting player STEAMID is in a DB and if not it disconnects him with a message. If the player's STEAMID is in DB it will check if his access date is not expired (when i add the player on DB it will have date column with the future date till the player can play on the server, as a subscription system).So if the current date is beyond this expiry date it will again disconnect the player and show the message that his access is expired"

The script in the link seems to have worked for the OP but it is only part of it that is shared.
