searched around hours for this.
i use the dedicated server from steam, and i need to configure the server everytime i run it (freeze time, starting money, etc)
I found a server.cfg in the counterstrike/cstrike folder but not the dedicated server one.
i tried editing that server.cfg but it had no affect.
i made a new server.cfg in the cstrike folder of the dedicated server folder and saw that the only effective cvar was the server password one.
all the mp_ cvars did not work.
any ideas?

in amxx.cfg you can do amx_cvar mp_*

i have this too. at configure its say freezetime 6 seconds but when i tipe amx_cvar mp_freezetime it says its on 0

Don't run your server. That is the only way. And, yes, I'm serious. . . . Actually, I'm kidding. Your only other option is to create those files.
