Chat, talk, name change restrictions for selected players?

Hi.
Can i found here a plugin, what do this?
I am want to restrict some player chat, talk, name change rights.
Based by a .cfg file and steam id / name.
A searching here, but nothing not found.
Anyone can help me somehow?

To my knowledge you can't fully restrict name changes. I had a similar need so I have a plugin that checks every few seconds if a player's name is different from what it was beforehand, and if it was, it changes their name to that previous name.

People can still easily just leave and change their name (which is fine by me).

Is your goal to stop them from changing their name period once they join the server? i.e if i join with the name Bobakanoosh, that's permanently my username on your servers? If so, I could do that.

I would like to when a player connecting to my server, a plugin check a cfg file, and if that steam id present is in it, rename him (UTF-8 charset) to a predefined name, from my .cfg file. Example .cfg:

STEAM_x:y:zzzzzzzz
Forced name
STEAM_x:y:oooooooo
Forced name2
etc.

Need too to checking him every now and then.
If he changing the name, rename him from the .cfg file.
And ofc. if that steam id presented in the cfg file, he can't using the chat and talk functions too.
I am not know. Is this possible? Game: CS:S ; SM 1.7.x
If someone can do this plugin correctly, i can pay for him on PAYPAL, 20 Euro.
