Those were just old files.it wil just ignore those and only should matter on maps,sounds dir etc.
I have removed old files and placed new files.Can you check now.
sv_download url is set correct on original server as mentioned in post.

I don't quite remember - does Counter-Strike even support HTTPS?

When you connect to your server you should have "developer 255" set so it will print resource download informaton into the console. That may help to troubleshoot the issue.

What is developer 255?You mean set it in server config?

In the client console. When developer mode is turned on much more information is printed to your console. If I remember correctly, it will print what FDL link it's using (if any), and what files it is downloading.

May be new issue on valve. I checked Go has an oppen issue recently on this that sv_download url being ignored.

And you have to upload the not compressed version of the files. The .ztmp files are compressed versions of them, just a bit smaller to reduce traffic for the game-server. The client then can decompress them, but they don't work for fast-download.

New config urls

I have used a new url with PHP Code: sv_downloadurl "http://fastdl.inmelodies.com/cstrike/" sv_allowdownload 1 sv_allowupload 1

It has got nothing to do with this,bcoz the url itself is not being hit like i mentioned in @klipys reply.
So i think its a valve issue which has appeared recently on steam update.

CS:GO is a complete different engine and this error has nothing to do with this.
Which Server-engine are you using? Show us a "status" of your server and what does the server respond if you do "sv_downloadurl" into the server console?
