I've been testing this plugin in my own server, and found one most bigest problem:
Menu appears only if player hasn't died in round before. I will explain, simple situation: we're playing 4x4, i'm terrorist and my teammates are dead, and i'm alone (4x1), i kill all counter-terrorists and terrorists win, next round starts and vip menu will appear only for me, because i'm the one who stay alive.

In lithuanian language, because dunno i bet doesn't understand english very well:
paaiškinsiu didžiausią problemą šito tavo plugino, o problema yra tame, kad menu atsiranda tik tam žmogui kuris praeijusį raundą liko gyvas, paaiškinsiu plačiau šią paprastą situaciją: žaidžiam 4x4, mano komandos draugai miršta, aš liekus vienas (4x1), ir aš nužudau visus mentus, tada prasideda naujas raundas, ir vip menu atsiranda tik man nes aš likau vienintelis gyvas praėjusiame raunde. Tikiuosi supratai.

Yea have the same problem..
Fix it please.
And now normal (Not VIP) players cant buy AWP even if awp_active is on 0.

I really don't think he can fix those bugs, because he is not the author of this plugin, also why do you think he doesn't says anything here? why he doesn't reply us?

I`ve tested it and it works!

P.s Can plugin autor or somebody makes /vipmenu or if I die I`ll don`t get menu and if I won`t die I don`t get menu. Any chances?

Can someone write a plugin VIP, VIP that prescribed in a separate file from users.ini with privileges for VIP:
1) Written in green chat
2) You never kik from the server via an unstable ping
3) For you will always be a reserved slot, that you can connect to the server filled
4) You can watch the game all the players on the server (T and ST)
5) Nobody will be able to use your name without knowing the password
6) Next to your name will be prefix [VIP]
7) Free Armor
8 ) Free grenades

You should add cvar for all the vip options. So that we could use this on servers like hns...
