Admin access in a server with password

Sorry but Im not sure if this go in here or the methamod one cuz I don't know the mods well.
I have a l4d2 server and sometimes it has a password. Does the admins will be able to enter in it without the necessity of knowing it? Like by having the slot lvl? Is there any way?

Please move this thread if you have to, again I don't know where it should be.
And if it is a silly question I'm sorry but I have zero knowledge.

Setting sv_password on L4D2 server makes it crash
