You have sourcemod 1.8 when tf2Jail uses sourcemod 1.7
download this latest 1.7.3 version

Open source of tf2jail, find ctrl + f = sourcemod
Change 1.6 on 1.8

I think I had a wrong setup but, players on the red team could respswn into the game by switching to team blue.

I don't understand your problem, players can't respawn in red team, but they respawn as blue ?

After they die as read team (getting killed), they can immediately switch teams and respawn as blue in middle of the same round.
