I saw some servers have option that let you connect to the server from a web address. Is there any way I can do that since everytime I shut down the server I have a new IP address, which makes my user really hard to connect. Thanks

Lease a static IP and run a name server.

Get a dyn-ip address and make sure, you always update it, so the dyn-ip name always points to your current IP.
