You are probably using two custom chat plugins.

Try to disable all custom chat plugins, leave only the Simple Chat Processor (Redux), then change the map and see if it resolves, to stop duplicating messages.

I disabled what I mentioned above and any others that have the same function, custom chat, custom chat, colors and etc.

Ok, if you did as mentioned above, send the server plugins list again, use the sm plugins list command.

Let's see if there are any other plugins active that might cause this. Also send the latest console and error logs, check if there is anything in them.

This error pops up whenever I try to use this plugin: "unable to load plugin "simple-chatprocessor.smx": error detected in plugin startup (see error logs)". I've reinstalled numerous times to no avail, any fix?
