Just a few things I've had a think about.
You said you'd add force a mapchange at the end of a certain time limit, which is cool, and really needed.

Team Deathmatch Scores.
Each time a T kills someone, it adds a score to the T side, and same for CT. people could activate mp_roundlimit then, giving it a real Deathmatch feel.

The code is the Nemod source for adding a score to a team.

Ability for an admin to add a spawn point? Not sure if you've said anything about this, but it would be nice to have, making spawnpoint creation alot easier.

Here's another one.

Reward setting.

When someone is killed, they drop an item that can be picked up by anyone, which will give a certain amount of HP to the person who picks it up. HP can go over 100 if set in config. Ammount of health set in config too.
Maybe play an optional small sound when an item is picked up too.

I've said this before but every one of these features can be made in a separate plugin. I don't want to add too much bloat to the main thing.
