My three Windows-based L4D2 servers will not start with sourcemod after today's update but my Linux server seems to be working just fine.

always update to latest sourcemod and metamod snapshots when this happens.

That's almost never needed after an update.

Most update breakages are fixed by new gamedata which will be downloaded automatically by default.

That said, nothing in SM's gamedata broke on l4d2 today. Check your third-party plugins and extensions.

Psychonic was correct. Latest stable meta/sourcemod did not help. The problem appears to stem from the left4downtown extension. Removing left4downtown from the server allowed it to start.

having hard time getting mine to start aswell. reinstalled 4 times, no mods, nothing - it just won't start.

Yeah, for Left4Downtown2 it's a gamedata issue, refer to this post for fixing:

My sourcemod is loading correctly now, and I didn't even got the latest stable release (1.4.0), so it must be a third-party plugin/extension problem, check them guys.
(Try also to disable the other server addons, may be something other than sourcemod or metamod that causes the server to crash)
