If you want a fake case opening plugin.
I think best shot would be to make a !case command.
Have all the skins (the names) in the plugin with their drop chances.
Then select a random skin based on chances and print a message.

I don't know what you actually would want as a plugin cause you did not explain anything instead you just typed thanks in first post. Well above is my suggestion for it.
