[CSGO]server var problem

Recently,maybe several months, my physical machine(I mean not cloud server) var cant keep 0.001.
It raise to 0.015-0.030.
But!!! Cloud Server Is OK!!! Cloud Server can keep 0.001
I have tried to remove all of the sourcemod, metamod and run it basicly, and it still high.

My cloud server is:
Intel(R) Xeon(R) Platinum 8269CY CPU @ 2.50GHz
ubuntu 14.04

My physical server is:
E3-1230v3,I7-4790
ubuntu 14.04/16 or centos 7
every physical server have the same problem, and I have tried to rebuild system, I dont know what happened for my physical servers.

there are so many problem on ubuntu 14, I am trying to fix it and that try this

Finally, I couldn't run 'tuned-adm profile latency-performance' on ubuntu 14, but when I run tuned , var can keep 0.001.
