I'm just woundering is it possible to change the score board so i can add some info from my mod (plugin) or maybe a mute button or someting?

And whats the best place to save info from my plugin? MySQL, XML, INI Files? Which would you guys choose?

EDIT: Is it also possible to change how much money is beging given to player when they kill someone? Or when a round ends? I dont really want to have more than 16k but i want the people to get less money for doing/killing stuff...
