It is though, you install and leave the plugin on your servers, as many as you want - only 1 cvar to configure on each. You then install the php part on your hosting server - which can be separate. The plugins insert data about players into the fastdl server, and users information. The FastDL Manager displays this data.

but you still didnt answer my quesition lol, clarify if its going to be a sourcemod plugin or metamod source plugin.

As the thread is in the SM forum i would guess it is a SM plugin.
If not the thread should be moved anyway...
