ESF Increase PL

Description:
This what it does is to be able to increase the PL (powerlevel) gradually in order to access a transformation or level up. At the same time to get more ki for own use (for those who are not aware of the game).
When they tighten E + T ( powerup + turbo ) The anger PL increasing them little by little
Exactly 1000 per second

CVAR:
esf_increasepl 1: activate increase pl
esf_increasepl 0: desactivate increase pl
