this plugins is edit for mi and a friend but with error in star round have opcion buy with

I'm sammic's girlfriend translating in english, yes exactly, he wants you to help him with 2 THINGS:
1-When the pluggin is activated (with jp activate 1) he wants this message to be ALWAYS on the screen "Compra El Jetpack Al Inicio De La Partida" duringall the game.
2-In the start of every new round he wants the display of the buying option menu for the jetpack and if the player says yes he wants the jetpack to automatically get in use by the player.
Can you help please?

I think it's oblvious (sammic's girlfriend) that he wants that when the pluggin is deactivated (jp_activate 0) he does NOT want any message to be displayed on the screen.

i have amx 1.8 and everything needed,,

I am a bit nooby in addons and stuff....
-now i have downloaded, the plugin "jetpack.amxx", pasted in plugins folder/
-went to plugins.ini,, pasted "jetpack.amxx" below.

Now, do i paste the cvar in server.cfg, or do i make another file in configs..

plz guide me from here, i want to try this asap,, plz help ppl.
