Fast Download is a must, even if the skins are small in size, the longer someone has to download files to join your server, the worse chance they will give up. Not everyone has a good internet speed.
Short amount of skins that are small in size and maps that don't cause problems. I run unlimited ammo so having crouch spots and ledges on maps can really kill the population.
Riot on the other hand i've given a few skins and maps that can get large but i'm not relying on a large population for it, it's just extra for my members..

i verified
sv_region 3 = visible to europe and world
sv_region 255 = visible only to world
sv_region -1 = visible to eastcoast and world (like sv_region 0)

That article had some good tips, except for the EventScripts tip. We don't need that when we have SourceMod.

What I like to do with my servers is make them unique from other servers. That doesn't mean make them lame with dumb things, but rather introduce something that stands out from other servers and is fun.

Other than that, advertising, competitions, themes and special events go down really well. For example: Aliens Vs Predator or Lord of the Rings, those are two of the popular themes I've run previously.
