you probably have a router or a firewall blocking the port. This has been discussed MANY MANY TIMES IN EVERY FORUMS ALL OVER

oh sorry but i have a router but isnt the router the thing that makes other computers around the house have internet and i have a firewall because ive had problems with those stupid viruses and stuff

you have to open a port on your router, so the server can "get to the internet"
