Your best bet would be to reinstall SourceMod. The translation file you need comes packaged with SourceMod as mentioned above by freak.exe_uLow. The fact that it can't be found in your installation tells me that maybe some other files are missing too. To be safe, I'd simply reinstall SourceMod.

If you don't want to reinstall SourceMod you can find the file labeled 'nominations.phrases.txt' from the SourceMod install files and put it in your /addons/sourcemod/translations/ folder.
