[Bazooka] Cannot fire heat seeking missile, no running jetpacks in view.

the point of the heat seeking missle is that when someone uses a jet pack like with ironman, if they are flying the heat seeking missle is drawn to the flames of the jetpack
it cannot be fired unless someone is using a jetpack
atleast from what I understand
