Can you help me with creating client sided cvar, value from it should be available from another plugin.
I mean value of this cvar can be different for each steamid

For example, default cvar value for each player is 1. If player use sm_whelp, value for his own cvar changes to 0. If use again - change to 1. Server must remember value of this cvar for each steamid.

Or post here some articles that would be useful for me. Thanks.

not sure what you mean by "creating client sided cvar".
But I think what you need/search for is sql to store client values and natives to share these values with other plugins.

Maybe it would be easier to do it with .inc file.
Couple of plugins on server can display some information, which helps to novice. All I need is create sm_disablehelp and sm_enablehelp command which must work for all plugins. But I'm not sure how to remember this for all plugins.

You can use clientprefs to save values per-client.
