is holdout mutation considered as a Vscript? if so, can we convert vscript into a plugin? I would be up to pay anyone who can do this as a paid request

You don't even have to convert it. If it is a vscript then you can simply execute it via a plugin.

From what I remember when I used to play holdout mutation the supply drop comes after that message:
