well I did this:
1-installed wampserver 2.4
2- edit the my.in , gave the pass so I can login to MySQL consol.exe
3- run MySQL consol.exe
4- changed these .
amx_sql_host "127.0.0.1"
amx_sql_user "root"
amx_sql_pass ""
amx_sql_db ""

amx_drstats_host "127.0.0.1"
amx_drstats_user "root"
amx_drstats_pass ""
amx_drstats_db "drstats"

DId you create the database?

The default username & password for wamp is
Username: "root"
Password: ""
( Exluding " " )

to solve..

login to phpmyadmin
go to database
make a new database called drstats
You need to go to users, create a new user and password (root not recommended)..
give the user all access and previlages.. and done
and done..

is there any tuto , how to give previlages to user?? xD and how to create a database ,cuz it says Create database:

its working perfect as for the problem , I was using user "localhost" unstead of "root" while acceding to myadminphp , good luck everyone

Why did you did you much work if you dont wanna put sql data on a website ?
You could easily use sqlite -.- default provided by amx it saves sql data in data folder amx

1- idk a word about SQL .
2- I used what was recommended by others, and it works ...
3- why u say this after I resolved my problem.
