Sending a custom message to all clients?

Hey guys, it's me again...

I want to send a custom message of some sort to all clients. I tried broadcasting a custom game event but I believe they need some res file loaded into memory. Anyway, provided that my plugin is running on both the client and the server, how do I get my custom res file loaded?
