I was wondering what specs would be good for a dedicated server that ran a 32 slot tf2 server with no lag. And would you just double the amount for a single to determine how much for a second server?

He hit it right on the spot. Although you are able to find some good deals on dual cores with 4GB out there for not much more money.

If you're just putting up one game server, rent the game from "somewhere", if you're intending to run multiples, then get a meaty dedi server with multiple cores.

2.4Ghz per core is a absolute minimum.
