It's already implemented.
Add them to the SourceMod admin list using an unused custom* flag, then use SourceMod's Admin Overrides system to override "BypassPremiumCheck" to that flag.

I have a question what message does the user see if he is kicked by this mod? can he tell he was kicked because he is a free player?

althrough i'm not running any sourceserver myself atm, this is simple yet amazing. awesome idea and job mate!

I would like to point out that this plugin has a very valid use, and is extremely useful on my Trading Post server. Our server has been inundated with free to play users simply begging for items, a practice which we do not allow on the trade servers.

There is no reason for a non-premium player to join a trade server, and all it does is waste space. So thanks for making this, as it's extremely useful.

I do hope Valve understands that some servers would like to block free to play users for perfectly valid reasons, and makes a less-evil way to deal with these players (That doesn't require them to fully connect before getting kicked).

However, I doubt that will happen. Hopefully this plugin remains a possibility.

i will be running this asap, atm my server is still in "debug" mode, so i don't care that much about f2p players...

Suggestion: Add a CVar so the server can choose to kick F2P players after a certain number of them have joined.
Default: -1
Basically, make a cvar that kicks the f2p people that join after the quota/value has been reached
