If you're referring to the meta refresh method, then you should have just said that instead of shamelessly and unnecessarily advertising your poorly named and poorly indented plugin. This just makes it more confusing for people who are not scripters.

I was able to test today and it seems that the normal method of just putting the URL in the motd.txt doesn't work. However, the meta refresh method appears to work:

I didn't test the iframe method but even with the meta refresh method. The URL posted by msbeden does not appear to work even using the meta refresh method. It looks like it uses a bunch of javascript and who knows what else in those scripts which I expect is preventing it from running. The MOTD browser is still old regardless.

In summary, it will work for some situations but not others.

You had it right. The browser is nerfed. Iframe makes blank pages with numbers off to the side.
