[REQ] new SQLx native SQL_Rewind

New native for SQLx SQL_Rewind(Handle:query). What it does is reset the query pointer to its original state after the query was executed.

Good for debugging purposes.

A note to add to the funcwiki:
Be careful using this with loops if you rewind it and keep reading it you could end up with an infinite loop.

I knew that this wouldn't be looked at until 1.77 (around March?), so I went ahead and did this one on my own.

I have a zip file attached that has the source, windows dll, and the sqlx.inc file.

[Edit] Fixed a bug where it wouldn't work with threaded queries. All good now.
