I did set it up, The result was 18.39V for the pickup and 17.36V for the transmitter. (Not actual components, i only used relays for testing purposes.)

Failure. I will have to regulate the 18V instead. Thanks for help.

You don't exactly have to regulate the higher voltage straight. You can use three batteries or a simple voltage divider before regulating if that is needed. What you should have thought in the first place is that voltage dividers are always resistors, dividing surely would be done with diodes without loss if it was possible. Using two voltage sources in series and in parallel in the same time doesn't sound quite possible either.

when I eat it off of one battery then is 9V
