FF2 sound_block_vo broken

As of the Steampipe update (and us getting the server operational again a week after Steampipe), we've found that all bosses can voice their normal class lines. sound_block_vo is set to 1.
SM: 1.5
MM: 1.10
TF2Items: 1.5.3
FF2: 1.06h, with some 1.07 beta stuff and other stuff that we put in to balance/fix it.

Something major I forgot to mention that's also a bug.

All spy revolvers are now flickering in and out of minicrit mode every second. So if you shoot rapidly, you'd see something (w/ Enforcer) like: 65! 20! 20! 65!
I took a look at the revolver code, and it looks correct. Anybody know why it's broken?

If you have TF2Fix, that's why. I made the fix for that...fix, but never updated it, for some reason. sm_tf2fix_fow_spies 0 disables it, I believe.

I took a look at tf2fix.cfg, but I can't find anything remotely similar to that.

Just adding in sm_tf2fix_fow_spies "1" at the bottom should work, assuming the plugin's fully "up-to-date" (1.3.1)

It's up-to-date (we have Updater, so that shouldn't be a problem). I tried that, but to no avail.

A little update to this (back on the sound_block_vo problem): Sounds play on the main server, but not on my own testing server...

I believe I've fixed the Revolver issue (just changed the cvar to value 0).

Any help on the sound_block problem? As I said in the above post, sounds are properly blocked on my own testing server, but are played on the main FF2 server. I'll try to see what's different in mine.
