I don't like the current vote system with two major problems:

1. You can't !pass or !veto if not enough non-voters exist.
2. You can't ( I think ) alter the minimum votes needed to win votes. Maybe I want 80% for sonething major instead of 51%.

I have two plans on how to fix it:

1. This entire plugin I attached here ( Guaranteed to be flawed however )
2. What if I blocked all "Vote" commands, made a fake event of vote changed and if no pass or veto arrives, actually enforce them in the vote after time expires / everybody votes?
