Ok What it does is when you see a noob or a hacker you type

amx_penalized <name> or
amx_penalized <authid> or
And it will penalized them with
Health will be 1

Strip Weapons a Name Penalized
Slow motion and frags of -1

If they try and Escape with a different name they will be named Penalized

The next Update will be [Penalized] NAme E.G

This plugin isn't even worthy of the Unapproved/Old plugin's forum. There's no point in all of this:

    get_user_maxspeed(id)
    get_user_gravity(id)
    cs_get_user_team(id) 


Also, it writes the ids to a file and doesn't load them at any given point. So there's no point in that whatsoever.

This is a horrible plugin that should have never made it to any forum besides the Trash. Infact, that's where this eyesore is going now.
